Message at the top of the site
Shown above everything on every page, to everyone, straight away. This is the one control readers see directly — keep it short and switch it off when it stops being true.
How it will look
Dismissals are remembered per message. Editing the text shows it again to everyone who had dismissed the old one.
What has been changed
Every settings change, newest first. The site's whole claim is that nobody edits the numbers by hand — this is what keeps that checkable.
